As your constituent, I urge you to request a congressional oversight hearing on BLM’s Wild Horse and Burro Program and regulatory rewrite, RIN 1004-AE83, before Interior finalizes revised rules.
Please ask the House Natural Resources Committee or Senate Energy and Natural Resources Committee to examine:
- Population targets: Disclose the evidence, methodology, and resource allocations behind every appropriate management level (AML).
- Management plans: Require substantive herd and habitat planning, compliance with court orders, and disclosure of proposed changes to planning obligations.
- Competing uses: Examine livestock grazing, mining, energy development, and their effects on habitat, forage, and water—not simply horse and burro numbers.
- Animal welfare: Investigate veterinary oversight, injuries and deaths, contractor accountability, and enforceable welfare protections.
- Adoption and sales: Require animal-level accounting and investigate failures to prevent animals from entering slaughter channels.
- Spending and science: Account for funding since FY2018, including the announced $30 million USDA investment, and commission an updated National Academies review.
Require Interior to provide the proposed regulatory text, supporting evidence, and an explanation of changes affecting planning, habitat, welfare, sales, and public participation.
The witness panel must include independent wild-horse and burro advocates with direct field and litigation experience, independent scientists, and equine veterinary experts—not simply agency officials and supporters of its management approach.
If a proposed rule is published first, hold the hearing during the comment period, with adequate time afterward for informed public comments. Ask Interior not to finalize the rule before this examination occurs.
Please do not simply forward this request to BLM. I am asking for congressional oversight of BLM. Please respond in writing stating whether you will request a hearing and which committee you will contact.
Sincerely,
