The BLM Wild Horse and Burro Program lacks transparency and is data-deficient. The National Academy of Sciences has validated that statement in every analysis of the program from the 1980's through the last report in 2013.

At the heart of the data deficiencies in the program lies Appropriate Management Level (AML). 

BLM has never disclosed hope they arrived at these numbers in any form that demonstrates they collected and analyzed data and used any science-based equation to reach a conclusion. 

Agree or disagree with the outcome, the public deserves transparent and responsible actions in federal land management.

Please create a Memorandum that requires that BLM disclose how AML was/is set for each Herd Management Area (HMA) in any and all Gather plan or management assessment documents.
