In light of the continuing violations of current BLM welfare standards, inadequate training, skewed and inconsistent assessments, we the undersigned demand the BLM Comprehensive Animal Welfare Program (CAWP) team be disbanded.

In light of the incidents at the Blue Wing Complex in Nevada this summer that do not represent isolated incidents, the public expects immediate action. The Blue Wing roundup made international news due to the unacceptable conduct displayed at the roundup clearly demonstrates handling of wild horses and burros does not rise to socially acceptable standards of care. The BLM CAWP team gave this roundup that the world found unacceptable a 99% or "excellent" rating including gushing and unprofessional praise in the official report language.

A few hours spent over two days during gather operations that can last 14 or more days cannot provide any assessment . The reports provided by the CAWP team have clearly demonstrated to only be used as an endorsement tool for unacceptable behavior, not an oversight tool as intended.

The CAWP team has failed numerous times to cite staff and contractors on compliance issues on too many occasions. 

It is absurd that BLM employees are assigned to assess other BLM employees that they have personal relationships with. 

The CAWP team must be immediately disbanded and replaced with independent observers chosen from organizations  and individuals independent of the federal government in any fashion.
